The ECA's interest in and commitment to promoting wellbeing through educational initiatives goes back to the very origins of the organisation. Established as the Educational Settlements in the period post World War 1 the founders saw promoting education as the means to improve the quality of life in the most disadvantaged communities as their primary mission. 


In recent years the Government Chief Scientist carried out a strategic review of Mental Capital and Wellbeing as the basis for long-term planning. Several members of the review team had played central roles in the ECA and more widely in the adult education movement.
